‘Women only’ coaches and busway buses PDF Cetak E-mail

On Aug. 19, 2010, the Transportation Ministry and the State-Owned Enterprises Ministry, through state railway operator PT KAI, launched special train coaches for women in each train (KRL) that runs on the Jabodetabek (Jakarta, Bogor, Depok, Tangerang and Bekasi) routes. The operation of these women-only coaches shows that the government is committed to providing safety and comfort for train passengers, particularly female ones.
 
The idea to operate the women-only coaches was raised in 2004 as PT KAI had received frequent complaints of sexual harassment from female passengers. The concept is applied by providing signage in each railway station (although not all yet) that tells passengers that the first and the last coaches are dedicated to female passengers only.
 
However, the system is yet to be effective, as the women-only coaches are still not free from male passengers. This may be due to minimal verbal reminders at each station. Another issue that needs to be resolved is the limited number of coaches provided for female passengers. To date, there are only two coaches dedicated for female passengers. Of course, this is not sufficient, as the number of female passengers is relatively the same as male.
 
Even if the number of male passengers is greater, the ratio of female to male passengers should be 40-to-60. Therefore, the number of women’s coaches needs to be increased to at least 40 percent of the total number of coaches in operation.  As a frequent traveler on public transportation, I support the idea of operating women-only coaches. The government has launched the idea of increasing the number of electric train services.
 
However, the idea is not so easy to implement due to the lack of electricity supply and frequent stoppages at traffic intersections, which have the potential to create traffic congestion.  For instance, if the headway between trains is only five minutes, all intersections will have to be closed so as to avoid accidents. On the other hand, such a closure is impossible because there may not be alternative roads for motorized vehicles to take to avoid the closed intersections. It is due to such technical limitations, and in an effort to provide a comfortable and safe trains service, especially for women, the idea of providing separate coaches for men and women is the most feasible solution.
 
Similarly, female passengers of Transjakarta’s busway service long for a comfortable and safe journey. As the number of Transjakarta buses is limited, oftentimes the bus stops and the buses themselves are overloaded with passengers — providing an opportunity for sexual harassment. Therefore, providing special buses for female passengers, although they may still be overloaded with passengers, will eradicate, or help reduce, cases of sexual harassment on Transjakarta buses.
 
The idea was reinforced by the results of a study by Instran (Institute for Transportation Studies) in March 2008 on seven busway corridors. The study showed that 769 (90.2 percent) of the 853 female passengers surveyed supported the idea of providing special buses for female passengers. Only 48 (5.6 percent) disagreed and 36 (4.2 percent) were unsure about such an idea. The study revealed that many women supported the idea because they thought it would provide safety (40.36 percent), comfort (35.09 percent), freedom (10.61 percent) and order (8.44 percent).
However, this doesn’t automatically mean that the surveyed women will ride the buses for female passengers only. There were 581 women (68.1 percent) who stated that they would use the service, while 235 (27.5 percent) said that they would like to see how it worked first, and 11 women (1.3 percent) who stated firmly that they would not use such a service.
 
The idea of providing special buses for women, however, is not to segregate the public based on gender. Rather, it is an option for the passengers themselves. It means that if female passengers feel safer and more comfortable riding in women-only buses, they are free to do so. However, they may still ride in buses along with male passengers. Or for couples or families, they may travel together and need not worry that they will be forced to ride on separate buses. They are given the freedom to choose which bus they want to ride.
