1. Background of Becak Design Modernization
Becak is a non-polluted, environmentally friendly transportation mode that doesn’t use fossil fuel. Although there is motorized becak in several areas such as Medan, Aceh, and Gorontalo, becak in Java Island is still non-motorized.
However, its environmentally friendly, non-fossil fuel quality and government’s fuel saving program do not stop becak from declining. Even the government is turning away from this mode. Likewise, becak drivers who are in the low-income group are often missed from poverty alleviation programs promoted by the public and private sectors.

2. The objectives of Becak Modernization Program are:

  1. Maintaining becak existence as part of public transport system especially in urban areas, which will remain environmentally friendly and non-fossil fuel.
  2. Conducting a concrete effort to provide an environmentally friendly public transport as an attempt to reduce air pollution.
  3. Assisting becak drivers to increase their income with less energy by developing a light, ergonomic, and interesting becak that the drivers can use to carry more passengers without being exhausted.
  4. Providing comfort for passengers stepping into and out from the becak because of its wide and low front design.
The program commenced in 2000 in collaboration with Transportation Study Unit (now Center for Transportation and Logistic Study/PUSTRAL) UGM, Center for Tourism Study UGM, Faculty of Mechanical Engineering UGM, and the Institute for Transportation Development and Policy (ITDP).
For the development of its prototype during the trial period, the program received financial support from Germany through GTZ and Toyota Foundation. The fund was managed by ITDP. During the same period, a special workshop was built and the program received funds from Yogyakarta City Tourism Agency to produce 40 becak between 2004-2005. No financial assistance is received afterward either from the government or private sector. Financial assistances are received from individuals and in sporadic time.
3. Why Modernizing the Design?
Until 2000, there were 12,000 traditional becak units in Yogyakarta City. Each unit weighed around 120 kg without passenger so that they were so heavy and therefore non-competitive. On the other side, most becak drivers are past their prime time that they have no extra energy to pedal the becak. Therefore, a modern design is required to get lighter yet strong becak with the same carrying capacity as the traditional becak.
4. The Results and Advantages:
  1. Becak with modern design is 35 kg lighter compared with the traditional becak. This reduced weight is resulted from replacing the steel frame with concrete iron and teal wood bumper with zinc material.

  3. Increased loading capacity because the seat is 5 cm wider and there is extra seat behind the driver
  4. Ergonomic push

5. The advantages for Passengers:
  1. Easier to get into and from the becak especially for women because of low front step
  2. Comfort seating for female passengers without having to raise their legs as with traditional becak seating
  3. Passengers with bigger posture will have more space than the traditional becak because of wider seat
  4. Wider roof cover provides better weather protection and wider viewing perspective frontward
  5. More beautiful and attractive design
  6. Registered becak and organized drivers make public communication easier
6. Types of Activity:
  1. Create a new design and produce the becak based on the design
  2. Distribute the becak with new design to the drivers
  3. Maintain the becak after distribution with rental money paid by the drivers

7. Target:

  1. Becak drivers, to maintain or increase income with less energy and competitive tariff.
  2. Public, to keep becak as a transportation mode especially for short distance with competitive tariff in order to reduce air pollution level and safe fuel.
  3. Government, private sector, and donor agencies (domestic and foreign), to give actual commitment in the provision of environmentally friendly transportation mode with no fossil fuel.
8. Expected Supports:
  1. Alternative I: For individual to buy a new becak to be leased to becak drivers. The rental money will be used for becak maintenance and if possible to produce a new becak. However, based on previous experience, no becak driver can fully pay the credit price although the daily payment is only Rp 3,000 with various reasons. The fact is tens of becak owners have gone bankrupt because the mode is not prospective anymore.
  2. Alternative II: For an institution to grant a capital fund to produce a number of becak. The becak will be leased to the drivers and the instution can put their logo on the vehicle. The rental fund will be used again as a revolving fund to maintain the becak and if possible to produce a new becak.
  3. Alternative III: Granting capital fund with no compensation but to maintain becak as an environmentally friendly mode with no fossil fuel. The rental fund will be used again as a revolving fund to maintain the becak and if possible to produce a new becak.
9. Final Output
The expected output is to replace all becak in Yogyakarta with the new beautiful and light design. Therefore, the vehicles will function as well as tourist attraction instead of adding to traffic chaos in Yogyakarta.

10. Reporting
All forms of assistances whether from individual or institutions will be managed in transparent and accountable manners. Accounting report will be made on actual basis. This is part of our idealism that we provide for the workshop instead of the other way around. We will maintain this perspective to ensure that all assistances are effective and on target, which is to produce new becak.

11. Budget

One becak costs at Rp. 4,254,700 (four million, two hundred and fifty four thousands, and seven hundred rupiah). The price is calculated per 30 April 2012 when the unit cost was stabil. The budget breakdown is in the Annex.

12. Location and PIC

The Becak Design Modernization Program is located in DI Yogyakarta Province. The workshop is in Dusun Karsuli, Sendangtirta, Berbah, Kabupaten Sleman. The becak previously produced are operated in Yogyakarta City.
